Inc. offers its customers transportation, reclamation,
decontamination and disposal services for all types of PCB
contaminated electrical equipment including cable and wire. |

TW Services
personnel have performed removal throughout the continental
United States for several branches of the Government, as well as
many Fortune 500 companies in the food, oil, aircraft and
electrical industries.
However, TW Services is by no means limited to large removals -
small projects, even single transformers, are handled with the
same care and promptness as multi-truckload projects. |

| ELECTRICAL
EQUIPMENT REMOVAL & DISPOSAL PROCEDURES |

|
|
Quality assurance starts with a request for services.
In order to prepare a price quotation, TW Services will
need a list of units requiring disposal with the following
information:

*Gallons of Oil
*PCB Concentrations
*Dimensions (on large units)

|
| Upon execution of
the service contract transportation will be schedule a pickup
date. When the transport vehicle arrives the driver will
initiate the following: |

|
|
*Inspect each unit for leaks (customer must
correct)
*Confirm identification of each unit to
customer's order.
*Direct proper loading of transport vehicle.
*Obtain signature for shipping documents.

|
| When materials
arrive at our facility TW Services will: |
| |
|
|
*Re-identify each item and cross match to the
customers order.
*Assign a unique sequential receiving number
for tracking.
*Offload units into designated secondary
contaminated areas for pumping
*Evacuate all fluids into above grade bulk
storage.
*Allow units to drain 24 hours to collect
residual fluids.
*Evacuate residual fluids.
*Refill units with performance-based organic
decontamination fluid (PODF) and allow to stand full a minimum
of 15 hours (40 CFR 761.79).
*Evacuated decontamination fluids.
*Dismantle units, separating all component
parts.
*Shear core and coil.
*Process non-ferrous metals in accordance
with 40 CFR 761.72 and 761.79.
*Process ferrous metals in accordance with
761.72 and 761.79.

contaminated oil is shipped to a USEPA approved facility for
incineration or detoxification. |

| PCB AND/OR ASBESTOS
CONTAMINATED CABLE AND WIRE |
| |
|
We are particularly
proud of the technology employed in our PCB and asbestos
contaminated wire and cable decontamination process. The
System was originally designed to meed strict contract
requirements to process PCB and asbestos contaminated cable and
wire removed from obsolete US Navy war vessels that were being
dismantled for salvage.
In November 1995, after 3 years of rigorous USEPA and State
sanctioned demonstration tests, including hundreds of hours of
USEPA analytical comparison studies, USEPA granted their formal
approval of the system.
Since then over 9 million pounds of contaminated cable and wire
has been safely processed for disposal under contract with the
Department of Defense.
In early 1996, EPA sanctioned another Demonstration test to
observe technical changes and modifications to the processing
system. After the demonstration test and analytical data
was reviewed, the USEPA expanded the approval and authorized
processing of wire and cable from the commercial sector.
PCB and/or asbestos contaminated cable and wire is introduced
directly from the container into the wire processing equipment.
The equipment automatically separates the contaminated
insulation, plastic and paper (fluff) from the copper core.
The fluff is then automatically transported, via closed augers,
into a heavy mill plastic jacketed container which will be
transported to a permitted facility for disposal. The
copper is randomly tested and sent to a high temperature
recovery facility that meats the requirements of 40 CFR 761.72.
In the event that the cable is lead shielded, the lead is
stripped and placed in a "dip tank" of mineral spirits for a
minimum of 24 hours. A wipe sample is then taken to insure
the lead has been decontaminated. |

TW Services is
keenly aware of the concerns in selecting a responsible company
to handle serious disposal needs. While a financially
favorable contract must be a major factor in any decision
regarding the selection of a hazardous waste services company,
short and long- term liability must also be a prime
consideration.
Our commitment to proper handling extends beyond a material
disposed of at the TW Services facility. A careful review
of the compliance record of every USEPA approved incinerator and
TSCA approved facility used by TW Services is conducted before
any process waste is shipped. TW Services processing of
PCB materials for disposal further protects the customer from
liability by never listing them as the generator of waste
materials produced or generated through the TW Services disposal
process. |

| ELECTRICAL EQUIPMENT
0-49 PPM PCB |

|
Electrical
equipment less than 50 PPM PCB (test results) received at the TW
Services, Inc. Facility is traced by serial number.
Units are drained of residual MODEF with the oil pumped into a
storage tank for disposal at an approved facility.
The units are then disassembled and recycled for their ferrous
and non-ferrous metals. |

| PCB/ASBESTOS CABLE |
| |
|
| Besides the
processing of electrical equipment TW Services, Inc. has an
approval to process for the disposal of PCB cable. This
cable is transported in bulk to the facility and stored in the
facility until ready for processing. This bulk container
is put into the wire processing room and processed in a
wire-chopping machine. The outer coating, which will be
shipped to an approved landfill, is separated from the copper.
The copper will be shipped to a smelter. |

When PCB
Contaminated Electrical Equipment is transported and received at
the TW Services, Inc. facility, they are logged into the PCB
Tracking System which follows the tracking of wipe samples on
metals (Copper and Steel) and the destruction of the PCB
contaminated oil.
Each transformer is drained of residual MODEF with the MODEF
pumped into a storage tank, which will then be transported for
disposal at an EPA permitted facility. The unit is then
disassembled with all metals put through a decontamination
process. The core itself (Copper/Paper windings) is
processed in TW Services, Inc. EPA approved wire/cable
process and the paper and copper is separated.
Copper samples are taken, along with wipe samples from the
metals tested for residual PCB's. All metals are
decontaminated to levels set by the U.S.EPA in regulation for
metals that are to be shipped to a smelter. (Copper has been
less than 2 PPM PCB and wipe samples have been less than 10 ug/100
sq. cm..)
Materials that cannot be recycled are disposed of at an EPA
permitted facility.
After disposal of PCB Waste materials, processing of metals and
verified lab results, then a certificate of Disposal is issued
to the generator. |

| TESTING |
| |
|
| Materials that are
received at the facility are tested by the generator before
being shipped to TW Services, Inc. After receiving it at
the facility, serial numbers are cross-matched to the PPM of the
units. However, units can be shipped untested and samples
will be sent to a third party for testing. Once test
results are obtained a copy is sent to the Generator for their
records. The units are then disposed of accordingly.
In most cases, test results are obtained within the same day. |
